Problems Found with Colorado's Regulation of Medical Marijuana

According to a report recently released by the Colorado State Auditor's office, Colorado's Medical Marijuana Enforcement Division -- which falls under the Department of Revenue -- hasn't been following the law when it comes to regulating the industry in the state, has been underreporting tax revenue and has not been spending its money wisely. Here are the details.

* The Division was established in July 2010 to license and regulate businesses that grow, cultivate and sell medical marijuana products. As of October, the Division was charged with overseeing about 1,440 medical marijuana businesses, with the majority of its funding coming from medical marijuana business application and licensing fees.

* According to the auditor's report, the Division took an average of 23 months to issue final licensing decisions by the Aug. 1 effective date of a two-year moratorium on new medical marijuana businesses. 41 percent of the original license applications received by that date were still pending as of October.

* Some of the approved applications revealed potentially disqualifying information about the applicants, the auditor reported.

* Additionally, the Division spent about $1.1 million in the years 2011-12 to develop a marijuana plant tracking system. However, it fell short about $400,000 due to financial difficulties and still has not implemented the system.

* The auditor also found that the Division doesn't use the prescribed statutory process when confiscating marijuana due to disciplinary actions against a medical marijuana business and "has inadequate controls to ensure that seized marijuana is destroyed properly," the report stated.

* According to the report, the Division suffered 19 consecutive months of net losses, including a loss of $2.3 million in June 2011 because of large capital purchases including furniture, computer equipment and software for the marijuana plant tracking program.

* Some of the furniture purchases included $28,000 for seven desk extenders, $16,000 for three cubicles and $4,200 for four office chairs.

* "We reviewed these purchases and found that the Division did not take sufficient steps to ensure that these expenses were reasonable and appropriate," the report stated. "Specifically, the Division did not use a competitive bidding process to outfit its four offices and instead purchased the bulk of its furniture from Colorado Correctional Industries."

* The auditor's report also revealed that about $760,000 of sales tax revenue generated by 56 dispensaries in 2011-12 was not reported by the state's Department of Revenue.

* Due to financial difficulties, the Division laid off most of its staff in 2012, the report stated, adding that weaknesses in fee-setting, strategic planning and expense controls contributed to those financial problems.

* According to the Denver Post , when presented with the audit on Thursday, the legislative committee in charge of drafting a bill on recreational marijuana regulations began questioning whether the Division could handle the added responsibilities of recreational marijuana.

* "If they couldn't handle the little piece they have now," said Rep. Brian DelGrosso, R-Loveland, "there's no way we can trust them to handle more.

Prebiotics: Do supplements in baby formula help prevent allergies?

Mar. 25, 2013 ? Prebiotic supplements in infant formula may help to prevent eczema, according to a systematic review published in The Cochrane Library. However, the review highlights a lack of high quality evidence for the effects of prebiotics in preventing allergies.

It is thought that bacteria lining the gut may play an important role in a child developing sensitivities to certain foods and allergens, regulating immune responses and determining how they will react to the same substances in later life. Prebiotics are indigestible components of breast milk, fruit and vegetables that stimulate the growth and activity of healthy bacteria in the gut. They are distinct from probiotics, which are cultures of live bacteria such as those added to yoghurts and infant formula. Prebiotics can also be added to infant formula. However, it is unclear exactly what effect these supplements have on the development of allergies.

The researchers drew together data from four studies involving a total of 1,428 children. Children were given formula containing prebiotic supplements or, as a control, standard formula. Studies followed children to between four months and two years of age and reported the number who developed allergies. Eczema was significantly reduced in children who were fed formula containing prebiotics. Only two studies investigated asthma. The number of children who developed asthma was similar whether they were given formula with added prebiotics or without. In one study looking at urticaria (hives), giving children formula containing prebiotics did not prevent any cases of the allergy.

Only one study assessed the effect of giving formula containing prebiotics to high-risk children, who had close family members with allergies. In this study, prebiotics reduced both eczema and asthma, but there were no significant reductions in allergies overall in high-risk children. "Given these findings, it remains unclear whether the use of prebiotics should be restricted to infants at high risk of allergy or may have an effect in low risk populations," said lead researcher, John Sinn of the University of Sydney in Sydney, Australia.

"Overall, we found some evidence that infant formula containing prebiotic supplements can help prevent eczema in children up to two years of age," said Sinn. "However, the quality of existing evidence is generally low or very low. More high quality research is needed before we can recommend routine use of prebiotics for prevention of allergy."

Just as the first systems are getting ready to ship this week, MakerBot has teamed up with OUYA to make 3D printable cases for the consoles.

The partnership means that anyone who gets their hands on an OUYA and happens to have a MakerBot Replicator 2 can design and print custom cases for their console. OUYA helped create 3D printing design kits, which are available on MakerBot's website Thingiverse.com for anyone to use. OUYA sees the hardware customization as an extension of their commitment to having an open console.

If you're willing to spend the time (and money) on a 3D printer, there's no reason in their eyes that you shouldn't have a custom case around your OUYA. MakerBot plans to show off the first 3D printed OUYA consoles at the launch event tomorrow in San Francisco, so be on the lookout for some crazy new designs.

Poland and Slovakia are poised to step up their efforts to launch a joint bid for the 2022 Winter Olympics after the prime ministers of the two countries stated that the European financial crisis should not be seen as an impediment to such a project.

The two countries share a border straddled by the High Tatras mountains and have been exploring the potential of bidding to host their first Olympics in recent months. Polish Prime Minister Donald Tusk and his Slovak counterpart Robert Fico on Wednesday staged a meeting in the Slovak town of Poprad, the proposed site of Olympic alpine skiing disciplines. The northern town of Poprad unsuccessfully bid for the 2002 and 2006 Winter Games. Fico said, according to Reuters: ?We have a clear vision. We are not interested in any megalomania.?

Slovakia, which hosted the 2011 ice hockey world championships, would also be seeking to stage the sport during an Olympics, while the historic Polish city of Krakow is envisioned as the main hub of the 2022 Games. Tusk stated that Poland and Slovakia?s joint effort would have ?an extraordinary chance? to succeed.

Meanwhile, Fico shrugged off questions over the justification for investing in an Olympic Games amid the euro zone crisis. He said: ?We have crisis now. Should we crawl under the table? When we have crisis, we should not think about the future, ignore any chances that come up??

The International Olympic Committee (IOC) has set November 2013 as the application deadline for the 2022 Winter Games and the host city will be elected in July 2015. The chances of Davos and St. Moritz launching a joint bid for the event were seemingly ended after Swiss voters in the canton of Graub?nden rejected the proposal earlier this month. The eastern province, which is home to the two ski resorts along with Klosters and Arosa, staged a referendum which saw 52.7% of voters reject the proposal.

Two of ZTE's Android flagships have just gone on sale in China: the Grand Memo and Grand S. If you'll remember, the Chinese OEM introduced the devices earlier this year, unveiling the 5-inch 1080p Grand S at CES and the stylus-less, 5.7-inch Note competitor, the Grand Memo, at MWC. Although the big buzz around the Memo's introduction had much to do with its Snapdragon 800 heart, the variant hitting the Chinese market won't have that claim to CPU fame -- it'll ship with an S4 Pro instead and should retail for 2,688 yuan (or $432 USD), while the S will run about 3,399 yuan (or $547 USD). Still no word on whether we'll ever see either handset stateside, but given ZTE's bold new brand push, it's likely one of the two'll make the transcontinental trek in some fashion soon.

Islamist leader threatens to oust Tunisian Prime Minister

Tunis (Reuters) - The fugitive leader of a radical Islamist group threatened on Wednesday to overthrow Tunisia's government, one day after the prime minister accused him of smuggling weapons into the North African country.

Saif-Allah Benahssine, leader of radical Islamists Ansar al-Sharia, said in a statement on its web page that he would topple Prime Minister Ali Larayedh and throw him into the "dustbin of history" if the government interfered with the group.

Larayedh told French daily Le Monde on Tuesday that Benahssine, whose Salafist organization wants to impose a puritanical form of Islam, was responsible for smuggling in weapons seized by security forces.

Security forces have clashed several times in recent months with militants trying to bring weapons from Algeria and Libya.

Police also seized two big weapons caches in the capital Tunis last month. Last December, Laryedh said police arrested 16 Islamist militants who had been hoarding arms with the aim of creating an Islamic state.

Wednesday's statement was the first time that Benahssine has threatened to overthrow the government.

Also known as Abu Iyadh, Benahssine is wanted by police for allegedly inciting an attack on the U.S. embassy in September. Four people were killed in the disturbances, which began as a protest over a film that mocked the Prophet Mohammed.

The government is led by the moderate Islamic Ennahda Movement, which won the country's first free elections on October 2011 following Tunisia's revolution, the first of the "Arab Spring" revolts.

Tunisian police blamed a Salafist for the assassination of secular opposition politician Chokri Belaid on February 6, which provoked the biggest street protests in Tunisia since the overthrow of strongman Zine al-Abidine Ben Ali two years ago.

Salafists want a broader role for religion, alarming secular elites who fear they seek to impose their strict views at the expense of individual freedoms, women's rights and democracy.

President Moncef Marzouki also said last week that young Tunisians who return home after fighting in the war in Syria were a threat to security.

Iraq War vet's ?last letter? to Bush and Cheney

An Iraq War veteran who joined the U.S. Army two days after 9/11 has written a powerful open letter to former President George W. Bush and ex-Vice President Dick Cheney accusing them of war crimes, "plunder" and "the murder of thousands of young Americans?my fellow veterans?whose future you stole."

Tomas Young, who was shot and paralyzed during an insurgent attack in Sadr City in 2004, five days into his first deployment, penned the letter from his Kansas City, Mo., home, where he's under hospice care.

"I write this letter, my last letter, to you, Mr. Bush and Mr. Cheney," Young wrote in the letter published on Truthdig.com. "I write not because I think you grasp the terrible human and moral consequences of your lies, manipulation and thirst for wealth and power. I write this letter because, before my own death, I want to make it clear that I, and hundreds of thousands of my fellow veterans, along with millions of my fellow citizens, along with hundreds of millions more in Iraq and the Middle East, know fully who you are and what you have done. You may evade justice but in our eyes you are each guilty of egregious war crimes, of plunder and, finally, of murder, including the murder of thousands of young Americans?my fellow veterans?whose future you stole."

The 33-year-old, who was the subject of Phil Donahue's 2007 documentary "Body of War," continued:

I joined the Army two days after the 9/11 attacks. I joined the Army because our country had been attacked. I wanted to strike back at those who had killed some 3,000 of my fellow citizens. I did not join the Army to go to Iraq, a country that had no part in the September 2001 attacks and did not pose a threat to its neighbors, much less to the United States. I did not join the Army to ?liberate? Iraqis or to shut down mythical weapons-of-mass-destruction facilities or to implant what you cynically called ?democracy? in Baghdad and the Middle East. I did not join the Army to rebuild Iraq, which at the time you told us could be paid for by Iraq?s oil revenues.

Young believes he was injured fighting the wrong war:

I would not be writing this letter if I had been wounded fighting in Afghanistan against those forces that carried out the attacks of 9/11. Had I been wounded there I would still be miserable because of my physical deterioration and imminent death, but I would at least have the comfort of knowing that my injuries were a consequence of my own decision to defend the country I love. I would not have to lie in my bed, my body filled with painkillers, my life ebbing away, and deal with the fact that hundreds of thousands of human beings, including children, including myself, were sacrificed by you for little more than the greed of oil companies, for your alliance with the oil sheiks in Saudi Arabia, and your insane visions of empire.

"When Tomas Young saw President Bush on television speaking from the ruins of the Twin Towers, his life changed," his bio on the "Body of War" website reads. "As his basic training began at Ft. Hood, he assumed that he would be shipped off to Afghanistan where the terrorist camps were based, routing out Al Qaeda and Taliban warriors. But soon, Bush ordered the invasion of Iraq."

In an interview with Truthdig.com, Young?who suffered an anoxic brain injury in 2008?said he had been contemplating "conventional" suicide, but decided to go on hospice care, "stop feeding and fade away."

He said, "This way, instead of committing the conventional suicide and I am out of the picture, people have a way to stop by or call and say their goodbyes," Young said. "I felt this was a fairer way to treat people than to just go out with a note."

It's been a strong selling point from Google for security-minded users, and now Apple has finally come on board with a two-step verification process for Apple ID and iCloud users. Not surprisingly, the system works much the same as with Google and others: you first need to enable it on the Apple ID website, then you can use your mobile device to receive verification codes as needed (either via text message or the Find my iPhone app) to sign into various Apple services. You can also stash a recovery key away in the event you lose or are locked out of your phone.

In our testing, it appears that the functionality is slowly rolling out to US-based users, but in practice, the changes aren't actually sticking. We're hitting plenty of time-outs, and even after registering a device, we're noticing that the verifications aren't sticking within the Apple ID account. If you're running into issues, you may want to just wait as Apple irons out the kinks.

Brooklyn could overtake Chicago as the third largest ?city? in the US if it continues to grow at its present rate.

Currently growing at 2.4 percent, the borough?s population will pass the three million mark some time in the next decade if the growth rate stays the same.

A faster influx of new residents to Kings County would place it right behind Los Angeles even sooner, maybe before 2020.

Overall, the New York City?s population grew by 161,564 from April 2010 to July 2012, a two percent increase, according to data released by the US Census Bureau.

Manhattan?s growth rate was 2.1 percent and Staten Island was last among the boroughs, growing by only 0.4 percent.

?For the first time since before 1950, more people are coming to New York City than leaving,? said Mayor Bloomberg. ?We have many indicators of quality of life in the city ? record low crime, record high tourism, record high life expectancy, record high graduation rates, record job growth and more ? but there?s no better indication of the strength of our city than a record high population and a net population influx. People are voting with their feet.?

Chicago, currently the nation?s third largest city, is mired in the slowest population growth of all of the largest metro areas in the country, according to the Census data. Brooklyn?s growth would place it ahead of the Windy City sometime within the next 12 years.

Brooklyn?s commercial and residential development has exploded. In 2012, investment sales were $4 billion, a 106 percent jump over the year prior, according to Ariel Property Advisors. The dollar value for commercial transactional jumped 383 percent from 2011, while office product rose 314 percent.

Apartment prices in prime Brooklyn neighborhoods are now fast approaching $1,000 per square foot, comparable in cost to Manhattan. Kings County is so hot, that the biggest commercial transaction in the city last year was the $751 million sale of the Kings Plaza Shopping Mall in Mil Basin.

?2012 may one day be seen as a turning point for Brooklyn real estate,? said Jonathan Berman, vice president of Ariel Property Advisors. ?Not only did the borough see outstanding transaction and dollar volume, but several major public/private developments made their debut [and] others took steps forward. The ripple effects are going to be substantial.?

?While strengthening economic fundamentals are playing a major part in the real estate recovery throughout the city, Brooklyn?s recovery appears to be gaining even more momentum,? he said.

On the residential side, the median rent in Brooklyn increased 7.2 percent to $2,590 in February, according to this month?s Elliman Report. Demand has risen substantially and the average time that a property stays on the market has shrunk to half of its summer rate, now standing at 43 days from listing to rental on average.

?Brooklyn rental price indicators began to once again rise at a quicker pace,? said Dottie Herman, president and CEO of Douglas Elliman. ?The number of days it took to rent a property fell and landlord concessions were rare, as the rental market remained tight. We anticipate rents to remain high this year.?

As rents have risen, tenants in search of deals have begun to ramp up demand in other areas, pushing up prices there as well.

Bushwick, particularly areas along the L train, is in the midst of a rapid gentrification-driven makeover. The neighborhood has seen the largest rental gains on average in Brooklyn, up 17.2 percent in the past month, according to data compiled by MNS.

According to city economic data, last year the borough created 18,000 jobs, a figure that is expected to grow as plans for a larger Downtown Brooklyn business district, the city?s third largest, have been approved for rezoning.

The nearby Brooklyn Navy Yard also just announced an $80 million private investment for a tech hub, while commercial and retail areas south of the existing Metro Tech development will be expanded along Fulton, Willoughby and Jay Streets.

In addition, the downtown area will add almost 5,000 apartments across 14 residential properties in the next three years, upping the district?s population from 13,000 to over 25,000, according to Crain?s New York Business.

20 percent of the units will be affordable, increasing the influx and mix of immigrants, U.S. transplants and younger hipsters from the New York metro-area who have flocked to what GQ Magazine labeled the ?Coolest City on the Planet.?

Brooklyn Borough President Marty Markowitz said during his ?State of the Borough? address. ?During the 70s, Brooklyn lost nearly one out of every seven residents, today it?s a different story. Every day brings new arrivals from all over the world to Brooklyn whose dreams are their ticket in. For those of us old-school Brooklynites who never gave up on Brooklyn, it has been incredible to see the world catch up with us.?

WSJ: Microsoft, unnamed business partners being investigated by ...

Microsoft is under investigation by United States regulators over software bribery claims involving foreign government officials, the Wall Street Journal reports, citing "people familiar with the matter." The piece says both the US Justice Department and the Securities and Exchange Commission are looking into the Redmond, Washington-based software giant, investigating allegations of kickbacks in China, and its "relationship with certain resellers and consultants in Romania and Italy." Though neither the Justice Department nor the SEC would confirm the investigation, Microsoft told the WSJ, "We sometimes receive allegations about potential misconduct by employees or business partners. We cooperate fully in any government inquiries," without confirming the situation.

With regard to China, Microsoft's allegedly being investigated for kickbacks that its Chinese subsidiary is said to have paid for software contracts in the region. In Romania the situation is said to be similar to that in China, but in Italy it's said to involve customer loyalty plans.

Guidebook author injured, companion presumed killed in Colorado avalanche

DENVER (Reuters) - The author of a hiking guidebook suffered multiple injuries and her climbing partner was presumed killed when an avalanche swept the pair off a ridge inside Colorado's Rocky Mountain National Park, authorities said on Monday.

Lisa Foster, author of "Rocky Mountain National Park: The Complete Hiking Guide," and her companion David Laurienti were reported overdue for a weekend climb at the park, about 60 miles northwest of Denver, park spokeswoman Kyle Patterson said.

Rangers located Foster, 45, Monday afternoon, and rescuers treated her for "numerous injuries" as they brought her down the rugged mountainside by toboggan, Patterson said. Further details of her condition were not immediately available.

Laurienti, 43, was presumed killed in the fall, and recovery crews have yet to retrieve his body, she said.

Foster, who is also a park service biology technician, told rescuers that the snowslide hit about 6 p.m. Sunday as she and Laurienti were on the north side of Ypsilon Mountain.

Patterson said the 12,500-foot (3,810-meter) ridge where the pair was climbing is a challenging mountaineering route that includes technical rock climbing sections.

Laurienti was the fourth avalanche-related fatality in Colorado so far this season, according to the Colorado Avalanche Information Center, which said the avalanche danger was "considerable" in the park over the weekend.

Heat beat Celtics 105-103 for 23rd win in a row

BOSTON (AP) ? The longest winning streak in NBA history is still 10 victories away for the Miami Heat. So it will be a while before Dwyane Wade really focuses on matching the 33-game run of the Los Angeles Lakers.

"Not 'til we get to 32," he said with a smile after one of the greatest challenges to Miami's run of success.

LeBron James hit the go-ahead jumper with 10.5 seconds remaining to cap a 37-point performance and the Heat escaped with a 105-103 win over the Boston Celtics on Monday night for their 23rd straight win, breaking a tie for second with the 2007-08 Houston Rockets.

Just as Wade isn't looking too far ahead, coach Erik Spoelstra didn't have time to consider that the Heat would lose the game ? even when the Celtics led by 17 early in the second quarter and by 13 with 8:27 to play.

"I didn't think like that," he said. "We have to stay in the moment."

There was no panic on a team that was playing its third game in four days and had lost its previous 10 regular-season games in Boston. Not even against a Celtics team that had won 11 consecutive home games, starting with a 100-98, double-overtime victory over the Heat on Jan. 27. Miami split its next two games, losing on Feb. 1 at Indiana. Two days later, the winning streak began in Toronto.

Miami's next four opponents ? Cleveland, Detroit, Charlotte and Orlando ? have the four worst records in the East. The Heat need 11 more wins to surpass the mark the Lakers set in 1971-72, and eight of their next 11 games are against teams with losing records. The biggest threat is San Antonio, which could be the 30th straight victim.

Spoelstra appreciated what the streak means.

"It's a special opportunity that we have with this group and you don't want to take it for granted," he said. "You want to treat every day as a special opportunity to be with this group, to share these moments together, but more importantly to take a step closer to going after our goal and every day that we improve puts us in a better position in a quest where nothing is guaranteed for anybody."

Nothing was guaranteed for the Celtics on Monday night, despite a career-high 43 points by Jeff Green. He got more offensive opportunities because Kevin Garnett missed the game with the flu and a left thigh strain.

But after James converted an offensive rebound to tie the game at 103, Green missed a layup with 1:07 left. Then, after James made the decisive basket, Shane Battier blocked Green's layup with 7.2 seconds to go.

The ball went out of bounds but Paul Pierce, who had 17 points, eight rebounds and eight assists, missed a 3-pointer with 3.4 seconds remaining. Wade, who had 16 points, got the rebound and called timeout with 1.9 seconds left. Courtney Lee committed a non-shooting foul on James with 1.1 seconds to play. Battier then threw the inbounds pass off a Celtic and time expired.

"We had to earn that one, no question about it," Spoelstra said. "They really got into us defensively and made it tough for us to get into our offense. They were just coming at us so fast."

But five years to the day after the Celtics snapped Houston's 22-game streak, the Heat extended theirs to 23.

"It means a lot," James said. "I know the history of the game. To be sitting in second place right now ... for us to be there and doing it the way we want to do it, it means a lot."

James added 12 assists and Mario Chalmers scored 21 for Miami.

"I believed we were going to win the game before the game. I thought we were going to win the game during the game. And I thought we should have won the game," Celtics coach Doc Rivers said. "I give them credit. They made some spectacular plays."

The Heat had not won in Boston since the New Big Three was formed ? including that double-overtime loss on Jan. 27, when former Celtic Ray Allen returned with his new team.

That was the day Rajon Rondo was diagnosed with an ACL tear that ended his season. This time, it was Garnett who sat out, though Rivers said he would have played if the thigh injury had not been compounded by the flu.

"It was the best team in the league and we took them to the breaking point," Green said. "We've just got to, when Kevin comes back, continue to play like we did today."

Green had 14 points in the first quarter, when the Celtics scored the last 17 to open a 31-19 lead. Boston led by as many as 17 in the second, but Miami went on a 15-6 run just before the half to make it a six-point game and then scored the first eight points in the third quarter to take the lead.

Green had 12 in the second quarter and 12 in the third.

But the Heat still pushed their winning streak to 23.

"No moral victories," Pierce said, "even though it was a close game."

Notes: Miami's win and Atlanta's loss on Monday night clinched the Southeast Division for the Heat. ... Pierce committed seven of the Celtics' 20 turnovers. ... James was called for a technical foul for taunting when he stood over Jason Terry after a dunk. It was James' sixth technical of the season and 39th of his career.

6 tips to help you hash out hashtags

Hashtags are everywhere ? except for Facebook.

You'll find the keywords, which begin with the "#" symbol and allow you to search for topics, on Twitter, Instagram, Tumblr and video app Vine, but not on the world's largest social network.

That could change, according to a report. Facebook is said to be enabling hashtags to help users group and find related content by using the simple and powerful # symbol. And that could throw a whole batch of social media users for a loop.

Your Uncle Joe uses Facebook. But does he use Twitter , the originator of the hashtag system? Most likely, he does not.

Hashtags help people find your work, find others with similar interests or start conversations with other event attendees. They can also be extraordinarily helpful in a disaster. In fact, one of the first uses of a hashtag happened in 2007 when a Twitter user wanted to keep everyone updated about fires in San Diego and grouped all of his tweets under the hashtag #sandiegofire.

Hashtag how-to

Composition
Hashtags can be a single word or a phrase without spaces between the words. Numbers are allowed in hashtags, but special characters, such as $ or %, will not work.

Limits
Some sites limit the number of hashtags you can add to a single post, to avoid annoying other users. Twitter encourages its users to use no more than two. Instagram limits hashtags to 30, which only manic teens seem to use ? steer clear.

Selection
If you want to tweet from an event or about a news story, make sure you use the official or most popular hashtag. At conferences, session hosts usually tell you the official hashtag to use.

If you're not using an official hashtag, check how the hashtag you have in mind has been used in the past, so you don't confuse other users. For instance, #tt can mean "Throwback Thursday," a popular tag on Instagram that signals a tradition of posting a photo from your childhood, or "trending topic" on Twitter.

Competition
If you want to increase the potential number of fellow users who could see your post, use a popular hashtag for your topic. (Several websites list the most popular hashtags on a given site, such as Instagram.) You may have better luck by refining your hashtag so you don't have as much competition, but you don't want one that nobody uses.

Sites such as Instagram and Tumblr make it easy to compare similar hashtags. Search for a basic term like "dinner." You will get a list of options like "#dinnerforone" and "dinnerwiththefam." Click on the hashtag to see how many posts have been tagged with the various options and then make your choice.

In-crowd
Get familiar with popular hashtags that are a sort of shorthand for insiders. For instance, Instagram's "iseefaces," means a photo of an object that looks like a face. Variations of this hashtag include tacking on a place, such as "iseefacesthailand."

Clicking
When you see a #hashtag on a social media site, click it. You'll then see all of the posts with that hashtag without having to launch a search yourself.

Why March Madness might be good for productivity

Here comes March Madness, when productivity will grind to a halt as employees tune in to the dozens of games played during working hours?at least that's the widely held belief. But is it true?

The reputation of the NCAA basketball tournament, which begins Tuesday and concludes April 8, is due in part to a well-known report put out annually by outplacement firm Challenger Gray & Christmas. This year, staffing company OfficeTeam has produced a report that casts doubt on Challenger's findings.

Challenger on Wednesday released its calculation of the output to be lost ? at least $134 million ? to workers watching the championship tournament, saying, "Employers should be readying themselves for the inevitable drop in productivity."

But OfficeTeam surveyed more than 1,000 managers about the effect of March Madness and found that just 8 percent of managers said it disrupted productivity. Twice as many said the effect on productivity was a positive one, while the vast majority of managers surveyed ? 75 percent ? said the games had no effect on productivity or morale.

Challenger Gray & Christmas has made light of its own study ? last year's report said it "gives legitimate scientific studies a bad name." But if its methodology is simplistic, it is also straightforward.

Challenger takes the 2.2 million average daily viewership the tournament drew last year on NCAA March Madness Live, which is streamed free online for certain pay-TV viewers. Then it inflates the number to account for the growing use of mobile devices such as smartphones and tablets, and arrives at "at least 3 million viewers."

Then Challenger takes the average U.S. wage of $22.38 an hour and multiplies that by 3 million viewers and by two days ? during the first two days many games occur during work hours ? to arrive at "at least $134 million."

But yet another poll suggests the game-watching idleness may be even further reaching.

A survey by MSN and Impulse Research found that 66 percent of workers say they'll follow the games during work hours. Almost one-third say they'll spend at least three hours watching instead of working, and over half of those say they'll be fixated on the tournament for at least five hours.

Best Buy manager Dominic Hurley in College Park, Md., said he hasn't seen many people wandering in to watch recent big sporting events on his store's big-screen televisions, speculating, like Challenger, that these days many have mobile devices to view the games.

As for his own employees, he said he allows some latitude for workers who want to put the games on, "as long as the focus on customers is to a satisfactory level."

The network strain
Not all managers are as laid back. Other companies, concerned not only about slacking off but also the bandwidth strain that can result from streaming live video, are implementing plans and tools to monitor and limit viewing.

The network burden is a serious issue. A recent study by IT staffing firm Modis found that a third of IT professionals reported their networks had suffered shutdowns during the tournament in the past.

More than a third of U.S. businesses take action to prepare their networks for the increased traffic during March Madness, the report said, and some 30 percent of IT professionals said they are pulling all-nighters to get ready.

Ipswitch Network Management offers FlowMonitor, a software that can let IT departments know just who's streaming what and when ? and even if you're on your own device, it's probably still on the company Wi-Fi.

Senior Product Manager Brian Jacobs counsels against putting the software to use in a draconian way. "People will just try to circumvent you," he said.

If managers respond instead by designating a break room as the place to watch, or setting allowable limits for streaming, he said, they may spare themselves a major network disruption.

Instant View - UK January manufacturing output falls, trade gaps narrows

LONDON (Reuters) - British manufacturing output fell in January at the fastest pace since June, wiping out the previous month's gains and reinforcing fears that the economy made a weak start to the year.

Separate ONS data showed a rare improvement in Britain's trade position, driven by the biggest monthly drop in oil imports since 2008.

ANALYSTS' VIEWS

"With the February PMI manufacturing index coming in so weak and with orders numbers also disappointing it looks as though this sector is going to be a major drag on growth in the first quarter of 2013.

"We have already has poor construction numbers for the start of the quarter so the prospect of yet another return to technical recession is very real.

"This will intensify the pressure on the BoE to do more to help support the economy, given government officials suggest they have no intention of letting up on austerity.

"As a result more QE remains probable with sterling very much biased to the downside.

"Admittedly the trade balance has improved, but this is more to do with weakness in imports than a pick-up in exports. As such it underlines the weak domestic demand story in the UK."

PHILIP SHAW, UK ECONOMIST, INVESTEC

"The manufacturing figures are appalling. They represent a very poor start to 2013 for the factory sector. This may be a snow story once again, but one should be wary about putting too much of the blame onto weather conditions.

"Our view is that the UK will probably avoid a triple-dip recession but these figures hardly inspire confidence in that view.

"The softness of the numbers, irrespective of special events really puts the pressure on the Chancellor to deliver some sort of stimulus to the economy.

"Clearly on the fiscal side, there is no room to relax policy, either by cutting taxes or raising spending. What he seems likely to do would be to give the Monetary Policy Committee more licence to be aggressive on policy as suggested by newspaper headlines last week. And there remains the question of trying to channel credit to SMEs."

MIKE RIGBY, HEAD OF MANUFACTURING, BARCLAYS

"After a positive end to last year, January's figures show that the outlook remains difficult with uncertainty set for the medium-term. Manufacturing has long been seen as a precursor for the UK economy, and therefore it's no surprise that current activity mirrors the challenging economic environment. The sector is keen to see if there will be any additional support in the Budget next week."

DAVID TINSLEY, UK ECONOMIST, BNP PARIBAS:

"They are extremely disappointing manufacturing production numbers. Perhaps the story is not the weather behind the overall picture and it's not just down to oil output that has led to distortions in the data over the last six months or so. Basically it's a very bad start to January and therefore the first quarter. Unless the service sector delivers solid growth, we are likely to see a contraction in the first quarter."

City Tech Professor Appointed to Commission on Opticianry ... - CUNY

Brooklyn, NY ??Kimberly Strickler, assistant professor of vision care technology at New York City College of Technology (City Tech), was recently appointed a voting member of the Commission on Opticianry Accreditation.

Recognized by the Council for Higher Education (CHEA), the Commission is a not-for-profit organization that accredits two-year degree opticianry programs in the United States. It fosters excellence in opticianry education by setting standards, assessing effectiveness and identifying those academic programs that meet the standards with the goal of producing competent graduates.

In addition, Professor Strickler was appointed by the New York State Society of Opticians as a member of the Continuing Education Committee for licensed opticians in New York State.

Professor Strickler coordinates City Tech?s eyeglass clinic and ophthalmic dispensing. She is certified by the American Board of Opticianry and National Contact Lens Examiners and is licensed in New York and Florida. She is presently secretary of the National Federation of Opticianry Schools, and a member of the New York State Society of Opticians and the Optical Women?s Association.

She received an associate of arts degree in counseling from Jordan College in Michigan, a BS in ophthalmic optics from The City University of New York (CUNY) and an MA in multicultural studies from the College of Staten Island/CUNY.

How one insect got its wings

Mar. 11, 2013 ? Scientists have delved deeper into the evolutionary history of the fruit fly than ever before to reveal the genetic activity that led to the development of wings -- a key to the insect's ability to survive.

The wings themselves are common research models for this and other species' appendages. But until now, scientists did not know how the fruit fly, Drosophila melanogaster, first sprouted tiny buds that became flat wings.

A cluster of only 20 or so cells present in the fruit fly's first day of larval life was analyzed to connect a gene known to be active in the embryo and the gene that triggers the growth of wings.

Researchers determined that the known embryonic gene, called Dpp, sends the first signal to launch the activation of a gene called vn. That signal alone is dramatic, because it crosses cell layers.

The activation of vn lasts just long enough to turn on a target gene that combines with more signals to activate genes responsible for cell growth and completion of wing development.

"Our work shows how when you add a gene into the equation, you get a wing. The clue is that one growth factor, Dpp, turns on another growth factor, vn, but just for a short period of time. You absolutely need a pulse of this activity to turn on yet another gene cascade that gives you a wing, but if vn is active for too long, a wing wouldn't form," said Amanda Simcox, professor of molecular genetics at The Ohio State University and lead author of the study.

"We learned all this from investigating 20 tiny cells. The events could be responsible for this big event in evolutionary history, when the insect got its wing. With the wing, if its environment turned bad, the insect could fly off, giving it an advantage."

Within about five days, those 20 cells give rise to a 50,000-cell fully developed wing.

Simcox and colleagues aren't yet certain that Dpp's activation of vn explains how all insects got their wings because of differences in the ways these invertebrates develop.

The research is published this week in the online early edition of Proceedings of the National Academy of Sciences.

Simcox began the analysis on a fruit fly larva that had recently hatched from the egg. She identified a tiny sac of cells representing where a future wing would be that was attached to the body cavity through tubing that runs the length of the larval body. Simcox dissected those sacs away from the body to study them specifically.

By staining the cell sacs with substances that light up target genes, the researchers then made images of the sequence of genetic events they observed. It all started with Dpp, part of a family of genes known as bone morphogenetic protein genes that are well understood in developmental biology.

The analysis showed that Dpp sent its signal from one cell layer to the other across the gap in the middle of the sac to activate the vn gene. The mechanism allowing the genes to talk to each other across that gap remains a mystery, Simcox noted.

"But it's the only explanation because if we took away the function of Dpp, vn doesn't get turned on," she said.

Dpp's activation of vn is the critical step in turning on its target, the Egfr signaling pathway, which sets off a series of gene activations that drive wing development -- specifically, activating genes called ap and iro-C. But vn also has the ability to regulate itself through a feedback loop so it stays on for longer in some cells where it is also needed for making the body of the fly at the location of the wing's attachment.

In addition to imaging the genes' activity, the researchers zoomed in on the gene structure to identify the binding sites that enabled the gene signaling to occur. When they mutated the binding sites, the signals were disabled.

"We had genetic evidence linking the events, tracing it back earlier than anyone had ever seen, and we showed directly through analysis of the binding sites that if they were mutated this expression went away," Simcox said. "We have good lines of evidence that there really is a connection."

From here, she and colleagues plan to investigate how other insects develop their wings.
