The Girl's Guide to Understanding Travel Insurance ? Go! Girl Guides

Post image for The Girl?s Guide to Travel Insurance

?

This is a guest post by Virginia of TravelInsuranceReview.com. When she contacted us to give us the low down on travel insurance, we jumped at the chance to get an insider?s view on the industry. Find out what plans are right for you, how and why travel insurance matters, and much more!?

###

Wherever a woman goes in the world, there are always risks ? often the same risks you?d face at home: accidents, burglary, severe weather, traffic accidents, illness, etc. When a woman heads out into the world to travel for business, for fun, for learning, or for giving back, her travel insurance plan could turn out to be one of her best friends when things go wrong.

Travel insurance differs little between men and women, but women have unique health concerns to deal with. If a woman becomes pregnant on her trip, for example, and needs to be medically treated, or if that pregnancy disrupts travel plans, having a great travel insurance plan is invaluable.

This is the traveling girl?s guide to understanding travel insurance. Let?s get started with what travel insurance covers.

Travel Insurance has 5 Important Benefits

There are essentially five benefits provided with any travel insurance plan ? these are the ones that travelers think of when they think of travel insurance, and (depending on the trip) these are the benefits that are most important for a woman traveler to have:

1. ? ? ?Medical emergencies?- most people think that as long as they have health insurance, they?re covered, but most health insurance coverage stops at the border (even Medicare does). This benefit covers medical treatment, emergency transport, physician?s fees, medicine and more when you travel outside your health insurance network.

2 . ? ??Trip cancellations?- traveling typically requires at least some investment in up-front cash and often that money is non refundable. No one likes losing money. This benefit reimburses the cost of plane tickets, cruise fare, tour packages, hotel rooms, and more.

3. ? ? ?Emergency evacuations?- an emergency evacuation can easily cost as much as $50,000 and often more. This benefit arranges and pays for emergency evacuation costs such as medically equipped flights to a hospital and then back home after you?re stable.

4. ? ? ?Losses and delays?- travel delays are not only annoying, they can also be costly. The loss of your baggage is even more so. This benefit reimburses you for lost, damaged, destroyed or delayed baggage and the unexpected expenses related to flight delays.

5. ? ? ?Global emergency assistance services?- your lifeline to call when something goes wrong on a trip. These reps can help a girl book a new flight, find a hotel room, call an ambulance, replace a prescription, and overcome critical language barriers.

Depending on your trip, you may not need all of these benefits. For example, if you?re traveling inside your home country you may not need much medical coverage because your health insurance will cover your illnesses and injuries (even if it is at out-of-network coverage rates).

Optional Coverage for Special Circumstances

Depending on the travel insurance plan, you may also have the following benefits:

  • Hazardous sports coverage to extend your medical benefits to cover activities like SCUBA diving, rock-climbing, and more
  • Pre-existing medical condition waivers to extend your medical benefits if you have an existing medical condition or regularly take medication
  • Rental car coverage (at a cost that?s far more competitive than the rental car companies, if you don?t already have the coverage with your credit card)
  • Life insurance for flight accidents and AD&D (Accidental Death & Dismemberment)
  • Identity theft services in the event your identity is stolen on a trip

Depending on the plan you choose, some of the above are included and some require a special purchase.

Travel Insurance Comes in 2 Popular Flavors

There are only two types of travel insurance that most travelers buy. In fact, the first type is so common it represents over 94% of all travel insurance purchases!

The two flavors of travel insurance are:

1??????Vacation plans?- these are full-featured travel insurance plans, also called package plans, and they deliver the most coverage in a single plan ? including trip cancellation and travel medical, which represent the most expensive risks most travelers face.

2??????Travel medical plans?- these are like regular health insurance that works outside your home country. These plans do not include trip cancellation, but if that?s not a risk for your trip, you can save a whole lot of money by getting one of these plans.

Now that you have a better understanding of what travel insurance covers and the types of plans you can buy, let?s look at how to buy the right plan for your trip.

7 Steps to Buy the Right Travel Insurance Plan

In order to figure out what coverage you need, travelers should follow these steps:

1. ? ? ?Don?t buy your plan on a booking site.?These are one-size-fits-all plans that are heavily weighted in favor of the travel insurance company. So many travelers have been left high and dry with these plans that some states are now banning due to complaints.

2. ? ? ?Determine your coverage needs.?Depending on your trip, your style of travel, the activities you want to do, where you?re going, and how much you?ve pre-paid, determine what coverage you need on your trip.

3. ? ???Check your credit card travel protection benefits. In most cases, the cancellation benefit is severely limited (but it might be enough) and you won?t have any travel medical coverage. The car rental, baggage, and travel assistance coverage is often identical to travel insurance, however, and it won?t cost you extra. Cha-ching!

4. ? ? ?Decide whether you need the optional coverage.?If you have a pre-existing condition or plan to participate in hazardous activities, for example, you?ll want to purchase the waivers to these common exclusions.

5. ? ?? Compare travel insurance quotes to get the best value. While you may be worried about adding the cost of travel insurance to your trip, it turns out it?s not all that expensive when you consider what you might have to pay out of pocket for a medical emergency in a foreign country.

6. ? ???Buy the coverage early.?Many plans require that you purchase your travel insurance plan soon after making your first trip payment. It?s a critical factor that can affect whether your coverage is valid when you need it, so buy it quickly after making your first trip purchase.

7. ? ? ?Read and understand your coverage.?All travel insurance plans come with a free review period which you can use to carefully review the travel plan (don?t worry, they?re a lot easier to read than other legal docs) and make changes or cancel the plan.

Remember, any insurance plan ? homeowners, auto, life ? is purchased to protect us against the unexpected stuff that can happen, so take a little time and think about what?could?happen on your trip (not that it will) and then protect yourself with travel insurance. After that, bon voyage!

Hugh Grant: I deserved 'kicking' from Stewart

Leon Neal / AFP - Getty Images

By Peter Gicas, E! Online

Hugh Grant clearly heard about what Jon Stewart had to say about him. In the wake of the "Daily Show" host noting he would "never" welcome him back to his program while recalling a 2009 appearance by the actor, Grant has taken to Twitter to humbly acknowledge it.

"Turns out my inner crab got the better of me with TV producer in 09," the Cloud Atlas star tweeted on Thursday. "Unforgivable. J Stewart correct to give me kicking."

Jon Stewart will "never" welcome Hugh Grant back to "The Daily Show"

While chatting with Stephen Colbert as part of a fundraiser for the Montclair Film Festival in New Jersey on Friday, Dec. 7, Stewart was asked who his least-favorite guest had been and immediately replied with Grant.?

"He's giving everyone s--- the whole time, and he's a big pain in the a--," Stewart said regarding Grant's appearance to promote the movie "Did You Hear About the Morgans?" "And we've had dictators on the show."

Check out the top 10 feuds of 2012

Guess time will tell if Stewart will change his "never" to "maybe" when it comes to Grant.

A-Rod says he'll have surgery in 'mid-January'

By TIM REYNOLDS

MIAMI (AP) - Alex Rodriguez of the New York Yankees says he will have surgery on his injured left hip in "mid-January."

Speaking Saturday at a breakfast he hosted for about 150 high school players competing in his annual Miami tournament, Rodriguez spoke for several minutes about his experiences growing up in South Florida.

He then asked the players for questions and got only one, about the date of his surgery.

The Yankees announced earlier this month that Rodriguez needs surgery to correct a torn labrum and other problems with his left hip. He could miss up to six months.

Staff at Spain's Parador hotels start 2-day strike

MADRID (AP) ? Employees of Spain's premium hotel chain Parador, a state-run group that uses castles, monasteries and palaces, are holding a two-day strike to protest job cuts and possible closures.

The Parador hotels group, which started in 1928, says a drop in demand could leave it with accumulated losses of ?107 million ($140 million) by the end of the year. It intends to cut 644 jobs out of a workforce of 4,400.

Trade union spokesman Antonio Ruda said Friday the losses are partly due to the cost of refurbishing hotel buildings that don't even belong to the chain. "Workers are being are being asked to sacrifice their livelihoods to justify repairing church-owned buildings likely to be sold."

There are 94 Parador hotels in historic buildings in some of Spain's most beautiful locations.

EAST LANSING, Mich. -- Warning: This class will teach students to translate scientific mumbo jumbo into understandable phrases.

Michigan State Universitys first, free Massive Open Online Course, funded by the Bill & Melinda Gates Foundation, also promises to then teach students to speak mumbo jumbo and amaze your friends.

Tongue-in-cheek humor aside, Foundations of Science is intended to help students improve critical thinking skills and empower them to make intelligent decisions. If they happen to laugh along the way, that's all the better, said Stephen Thomas, MSU assistant professor of zoology and one of the course creators.

"Science isn't just for nerdy people wearing white lab coats; it's useful for everybody," he said. "Results from the traditional course offered by our collaborators Matt Rowe and Marcus Gillespie at Sam Houston State University showed highly significant improvements in students' critical thinking skills as well as their understanding of science."

Thomas and his colleague Julie Libarkin, associate professor of geological sciences, are using a $50,000 Gates Foundation grant to offer the class worldwide beginning May of 2013 with the hopes of attracting a minimum of 10,000 students.

Foundations of Science promises to help students:

  • Think like a scientist. Warning: This may shift your worldview.
  • See like a scientist: Learn to decode those crazy graphs and charts scientists are always using.
  • Thomas teaches from the perspective that science can be intimidating, and a little humor can go a long way in helping people realize that they too can engage with and understand science.

The course will offer multiple types of media and exercises to give students experience applying critical thinking to different scenarios involving pseudoscience, such as psychics, homeopathy and ghosts. Students also will be able to participate in group discussions, compete for badges and interact with members of the scientific community.

IOC strips 4 medals from 2004 Athens Olympics

(AP) ? Eight years after winning Olympic medals in Athens, four track and field athletes from eastern Europe were ordered to hand them back Wednesday because of positive doping tests.

Lance Armstrong, meanwhile, can hold onto his bronze medal from the 2000 Sydney Games for a little while longer.

The International Olympic Committee executive board disqualified four athletes whose Athens doping samples were retested earlier this year and came back positive for steroids, including shot put gold medalist Yuriy Bilonog of Ukraine.

Also stripped were hammer throw silver medalist Ivan Tskikhan of Belarus and two bronze medalists ? women's shot putter Svetlana Krivelyova of Russia and discus thrower Irina Yatchenko of Belarus.

The case of a fifth bronze medalist, weightlifter Oleg Perepechenov of Russia, remains pending.

"Athletes who cheat by using doping substances must understand that just because they get away with it one day, there is a very good chance that they will be caught in the future," WADA President John Fahey said in a statement. "The retesting and subsequent decisions of the IOC are proof of that."

The IOC said it will ask the International Association of Athletics Federations to get the four medals back and readjust the results and rankings from the Athens Games.

Until then, no decision will be taken on reallocating the medals. Adam Nelson of the United States finished second in the shot put in Athens behind Bilonog and would stand to move up to gold.

The IOC, meanwhile, held off stripping Armstrong of the bronze he won 12 years ago in the cycling road time trial in Sydney, citing procedural reasons for the delay.

IOC leaders want the medal back following the damning U.S. Anti-Doping Agency report that painted Armstrong as a systematic drug cheat and led to him being stripped of his seven Tour de France titles from 1999-2005.

But the IOC said it must wait for cycling's governing body UCI to formally notify Armstrong of the loss of all his results since August 1998. The IOC wants to avoid any legal problems in connection with the eight-year statute of limitations in the Olympic rules.

"The IOC today will not move," IOC President Jacques Rogge said at a news conference following a two-day executive board meeting in Lausanne. "We need to have the situation whereby the UCI notifies officially Mr. Armstrong of the fact that he will be disqualified, declared ineligible and that he should hand over his medal.

"This is a legal obligation not for the IOC but for the International Cycling Union. When he will be notified, Mr. Armstrong will have 21 days to launch an appeal if he wishes. It is only after this period of 21 days that the IOC can legally take action."

The intention of the IOC to wipe Armstrong from the Olympic record books remains clear.

"Absolutely," IOC vice president Craig Reedie of Britain told The Associated Press. "If the UCI have the ability to remove all these titles, we should have the ability to remove a bronze medal. Once they go through their procedures, then we'll go through ours."

Armstrong finished behind winner and U.S. Postal Service teammate Vyacheslav Ekimov of Russia and Jan Ullrich of Germany in Sydney. The IOC has no plans to reallocate Armstrong's bronze medal, just as the UCI decided not to declare any winners for the Tour titles once held by the American.

In August, the IOC stripped Tyler Hamilton, a former Armstrong teammate, of his time-trial gold medal from the 2004 Athens Olympics after he admitted to doping.

The Athens Games were already considered the dirtiest on record, producing 26 doping cases and catching six medalists ? including two gold winners ? at the time. The retroactive tests bring the number of Athens cases to 31, including 11 medal winners and three gold medalists.

Since Athens, the IOC has been storing doping samples from each Olympics for eight years to allow for retesting when new detection methods become available. Last year, under prodding from the World Anti-Doping Agency, the IOC reanalyzed about 100 samples from Athens.

The IOC said Bilonog and Krivelyova tested positive for oxandrolone, while the samples from Tsikhan and Yatchenko were positive for methandienone.

Bilonog's disqualification means that both shot put winners in Athens have now been disqualified for doping: Women's champion Irina Korzhanenko of Russia was stripped of gold at the games after testing positive for stanozolol.

In what had been intended as a symbolic and uplifting return to the birthplace of the Olympics, the IAAF held the 2004 shot put competition in Ancient Olympia. The event has now been tarnished by the two drug scandals.

In the men's event, Nelson and Bilonog finished with the same best throw, but the Ukrainian was declared the winner because his second-best attempt was longer. It was the first time an Olympic field event was decided by a second-best mark.

Sen. Jim DeMint resigning to run think tank

    Jim DeMint (Patrick Semansky/AP)

South Carolina Republican Jim DeMint will give up his Senate seat in the beginning of January to lead the Heritage Foundation, a conservative think tank in Washington, D.C., the senator announced on Thursday.

DeMint, a well-known conservative who was re-elected to a second term in 2010, will replace Heritage President Edwin J. Feulner, who has led the organization for 35 years.

    From DeMint's?statement released Thursday morning:

I'm leaving the Senate now, but I'm not leaving the fight. I've decided to join The Heritage Foundation at a time when the conservative movement needs strong leadership in the battle of ideas. No organization is better equipped to lead this fight and I believe my experience in public office as well as in the private sector as a business owner will help Heritage become even more effective in the years to come.

He added: "My constituents know that being a Senator was never going to be my career."

Conservatives expressed bittersweet sentiments in reaction to the news.

From South Carolina Republican Gov. Nikki Haley:

Our state's loss is the Heritage Foundation's gain. I wish Jim and Heritage all the best in continuing our shared commitment to America's greatness.

Republican Study Committee Chairman Rep. Jim Jordan of Ohio said in a statement, "It is disappointing to lose his strong voice in the Senate, but I look forward to his continued conservative leadership at the helm of The Heritage Foundation. The folks at Heritage are an indispensable ideas factory for conservatives in Congress. South Carolina's loss is the country's gain."

"Sen. DeMint has done more to advance the cause of freedom and liberty in Congress than anyone else since his election,"?Club for Growth President Chris Chocola also said in a statement. "Sen. DeMint is a champion of economic freedom, a defender of free markets, and one of the strongest allies the Club for Growth has had in the United States Senate. We wish him nothing but the best in his new role at Heritage."

DeMint's Senate Conservatives Fund was an influential force in the past two election cycles, often putting him directly at odds with his less-conservative incumbent colleagues.

DeMint's personal financial disclosure statements show he's nearly the least-affluent lawmaker in the U.S. Senate? ranked 98th out of 100 members by the Center for Responsive Politics for 2010 (the most recent year available)?with an estimated net worth between $16,002 to $65,000.

Haley will be tasked with choosing a replacement senator to temporarily serve until a special election is held to choose a permanent successor.

Rep. Tim Scott's name was immediately circulated in the wake of the news as DeMint's preferred successor. Scott is a conservative, African-American popular with Tea Party activists.

"Looking forward, Governor Haley will now appoint a new Senator, and I know she will make the right choice both for South Carolina and the nation," Scott said in a statement Thursday.

"South Carolina has a deep bench of conservative leaders, and I know Gov. Haley will select a great replacement," DeMint publicly said of the succession process in his statement.

The special election is likely to attract candidates interested in running against Republican Sen. Lindsey Graham, who is up for re-election in 2014 and has been the target of hard-line conservatives.

Your social and loved ones life may be impacted as well, especially if you maintain on obtaining into vicious arguments (or perhaps fights) with your buddies and relatives. Warning: Your Visual Message Is Just As Important | Small Business ...

It?s difficult to figure out the right image for your small business if you don?t know what the right message is. Whether it?s a blog post in need of a picture, your primary logo, a product design or an infographic to highlight a point or process. Any image you use in association with your company has to say something that matters to your target audience.

    visual message

In an article for Visual.ly Blog Professor Alberto Cairo, Author of The Functional Art: An Introduction To Information Graphics and Visualization, says,

?Designing an infographic or a data visualization is an act of engineering,?

Infographics, like other effective visual images, should be more than just pretty pictures or something to take up space on a website. Professor Cairo says he?s not:

?. . .indulging in some sort of vague game of metaphors, literally. I believe that an infographic is a tool in a very similar way that hammers and screwdrivers are tools.?

You can get the nail into the wall without the hammer. But the right tool makes it easier to accomplish your goal. In other words, with the hammer you can do more ? faster.

Likewise, you can get your point across with written text alone. But partner your text with a visual tool like a relevant picture, infographic or even video learning and you can accomplish your goal more efficiently.

New Concepts Take A Minute To Digest

If you rely solely on written words, then it may take 20 to 30 casual impressions or a handful of in depth reviews before your audience understands your new idea well enough to act on it. And people buy what they understand.?Not that they know exactly how a television works, for example, but the buying audience is clear about how it impacts their life, ?more entertainment and information in my living room.?

Drive Your Point Home, Make It Visual?

If you want to honor the idea that ?the world is visual,? as David Langton and Small Business Trends Founder, Anita Campbell, state in Visual Marketing: 99 Proven Ways For Small Businesses To Market With Images And Designs, then you?re always in the market for ideas to enhance your message.

Here? are 3 things to stay on top of your visual message:

    Collect Things That You Like

Start with magazine covers and images, color combinations, photo images and videos that grab your attention and put them in a swipe file.

Define And Study Your Main Message

Get certain about the point that you want to drive home in your marketing. Once you?re clear about this core marketing message, then it?s easier to use visuals to enhance it.

    Build A Team?

Do what you do best and then get help with the rest of it. As the owner you will need to be hands on in drafting a marketing strategy, but then you may need a graphic designer or photographer to help you implement your plan in a timely manner.

In marketing, every word and image counts. ?Make sure it all says what your audience needs and wants to hear from you.

Kleiner's Mike Abbott, A Year On The Job - Business Insider

Mike Abbott, the brilliant engineering leader who turned Twitter around, has been a venture capitalist at Kleiner Perkins for about a year now. And he's learned a lot.

He's now determined to change the venture capital culture to be more helpful to and respectful of entrepreneurs?because he's been one himself.

Abbott is perhaps best known as the guy that killed the Fail Whale at Twitter. If you don't recognize that term?the nickname for the mascot that appeared whenever Twitter had an unexpected outage?that's because Abbott turned Twitter into the much more reliable service it is today.

He also helped Microsoft build the precursor to its Azure cloud-computing service, and he built Palm's WebOS software?the gem that led HP to pay $1.2 billion for the smartphone maker in 2010.

But at his heart, he's always been entrepreneur. Before Microsoft or Twitter or Palm he cofounded Composite Software and Passenger. (Both are still around.) He's also a well-known angel investor.

He never forgot how hard it was to raise money and how the venture-capital world was either ill-equipped to mentor him, or downright disrespectful.

That's given him a different perspective on his role.

"I had to learn the hard way, by making a lot of mistakes, I would like to help others avoid those mistakes," Abbott told Business Insider. "There's a little bit of redemption in that."

While Abbott left both of his companies on good terms, he saw friends "ripped out" of their startups "in a bloody way," he recalls.

"I don't have a chip on my shoulder like other VCs I've seen, who live vicariously through others because they didn't have the guts to go out and do it themselves," he says.

That said, he realizes that?"I'm not leading a company. At the end of the day, I have to just be able to influence. So far I'm cool with that. A lot of [ex-entrepreneurs turned] venture capitalists can have problems with that."

He also wants to bring more respect to the money-pitching cycle.

"Starting a company is incredibly hard," he says. Abbott never leaves a startup hanging, as some venture capitalists do, in a strategy for keeping their options open and avoiding offense.

"Something I'm trying to do [is that] I want to say no in a respectful way, but in a way the doesn't give people false hope," he says.

For the companies he funds, he wants to help them with the kinds of management issues they don't have a clue about, like helping them win the war for interns.

With the shortage of qualified computer-science majors graduating from U.S. schools, companies need to nab them early on. (Take, for example, the story of Flipboard CEO Mike McCue's ardent recruiting of a 19-year-old Brown University student.)

Startups often forget about looking for interns. By the time they remember, "all the good interns are gone," Abbott says. "And even if you are on the ball, you are not going to have the dollars to go compete with the Twitters, the Facebooks, and the Googles of the world."

That's where Kleiner's putting its resources together to help all of the companies it's backed recruit interns through formal fellowships. Kleiner began last year with a program for engineers. This year, Abbott and another partner, Megan Quinn, put together an effort to recruit designers.

    Apple iMac review (2012)

    Apple iMac review 2012

Better, faster, stronger. The new iMac claims to be better in all the ways you'd expect a refreshed product to be better: it steps up to Ivy Bridge, and packs NVIDIA Kepler chips for stronger graphics performance. It sports an improved display that cuts down on glare by 75 percent.

But thinner? For the first time in the product's history, the iMac is missing a built-in optical drive, which allows it to measure just 5mm thick around the edges. We can't say we've been waiting for a desktop quite that skinny, but if the new iMac delivers substantive improvements over the last-gen model, we won't begrudge Apple a little eye candy. So, does the iMac do more than just sit pretty? Are the performance and display as good as we've been led to believe? In a word, yes. Here's why.

Best Way to Deal With the Debt Ceiling? Kill It

There are countless ways to criticize the debt ceiling ? it's a tax on the majority party; a high-stakes yes-or-yes question; even a weird, mandatory hostage crisis ? but they all arrive at the same conclusion, which is that it's a really dumb idea.

The case for the debt ceiling might go something like this: Just as cars need brakes, and Ulysses needed a mast, governments need restraints. The U.S. government's ability to borrow debt has no actual limit. We will probably run deficits, large and small, for every year in the life of the republic, just as we have in our two-and-a-half-century history. But we have installed a ceiling for the purpose of forcing lawmakers to reflect on our debt and consider the trade-offs of borrowing.

In theory, restraint is a nice idea. In practice, here's how it works out:?The minority party votes against the debt limit, stealing the moment to abuse the majority about its policies ? that's why it's a tax on the majority. Then, the party in power votes in unison to raise the limit, because doing otherwise would scare international markets half to death ? that's why it's a high-stakes yes-or-yes question. And then, a few years later, the roles switch, and the abused party because the abuser?? thus restaging our weird, mandatory hostage crisis once again.

    Latest Politics Posts:
    Loading feed...

You can think of the debt ceiling as a financial cliff. Without a vote, the U.S. automatically defaults on its debt, sending world markets into ... well, actually we don't know. It's never happened. And it never should. But it almost did last year.

In 2011, a peculiarly intransigent Republican Party demanded major concessions in exchange for not destroying the country, which is a clever move, if you can play it. They played it. And the "solution" to the debt ceiling, was to create a fiscal cliff at the end of 2012, which we are now debating replacing with an entitlement cliff, or perhaps some other cliff, to force Congress to make more undesirable decisions, at a later date.

If you're thinking this sounds awfully silly, even for Congress, you're right.

The best solution would be to abolish the debt ceiling forever. The second best idea comes from Treasury Secretary Timothy Geithner, who proposed a cure for this madness in his opening fiscal-cliff offer. First, he said, give the president the power to raise the debt ceiling. Second, give a two-thirds majority in Congress the power to override the president's decision.

"This almost completely prevents a debt-ceiling crisis ever again, while keeping the ceremonial aspect that people like," Joe Weisenthal writes. "There would still be votes, but they'll mainly serve as a way to let politicians play politics, without putting anything at risk."

Exactly right. Lawmakers love talking restraints and responsibilities and prudence. But the debt ceiling doesn't make Congress look like a mast-bound Ulysses. It makes them look like fools. The debt ceiling is bad Washington theater. Let's make a law that treats it as nothing more.

Suspect in custody in firebombing of Arizona federal building

PHOENIX (Reuters) - A firebomb exploded on Friday outside a federal office building in southern Arizona, causing minor damage and prompting an evacuation of the facility, but no injuries were reported, authorities said.

Police arrested a man suspected of setting off the blast, which occurred at about 8:30 a.m. local time (1530 GMT) behind the Social Security Administration building in downtown Casa Grande, a small city about 50 miles south of Phoenix, a source close to the investigation told Reuters.

The suspect, who faces an array of state and federal charges, was detained after he was pulled over while driving, said the source.

"They caught up to a lone individual on a traffic stop in a car, and he was subsequently taken into custody," said the source, who spoke on condition of anonymity because he was not authorized to discuss details of the case publicly.

The firebomb went off near a rear doorway to the building, and flames from the blast were quickly extinguished, Casa Grande Fire Marshal Barbara Rice said.

She said an unknown number of workers were ordered out of their offices as a precaution, and the building was cordoned off for investigation. No one was hurt, Rice said.

The flammable substance used in the bomb had yet to be determined but could have been gasoline, according to the source. It was not immediately clear how the device was detonated.

Local television news footage of the aftermath showed the frame of the metal security door blackened by the blast and fire.

The FBI was leading a probe of the incident, since it occurred at a federal building, assisted by investigators from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives and local law enforcement.

When asked if he could confirm the arrest of a suspect, an FBI spokesman declined to comment.

(AP) ? President Barack Obama is taking his case for avoiding a potentially unsettling "fiscal cliff" to the Philadelphia suburbs, employing campaign-style tactics in hopes of mobilizing public support. The trip comes amid signs of impatience in the negotiations between Republican leaders and the White House.

Obama was scheduled to go to Hatfield, Pa., to pressure Republicans to allow tax increases on the wealthy while extending current Bush-era tax rates for households earning $250,000 or less.

White House officials believe Friday's trip will build momentum for the president's case, even as Republicans describe it as an irritant and an obstacle to fruitful talks.

Obama was to tour and speak at the Rodon Group manufacturing facility, showcasing the company as an example of a business that depends on middle-class consumers during the holiday season. The company manufactures parts for K'NEX Brands, a construction toy company whose products include Tinkertoy, K'NEX Building Sets and Angry Birds Building Sets.

His trip comes a day after Treasury Secretary Timothy Geithner met privately with congressional leaders and presented a proposal calling for $1.6 trillion in higher taxes over 10 years and immediate spending to help the unemployed and struggling homeowners. The proposal, which Democratic officials described as a negotiation's opening bid, includes plans for legislation in 2013 aimed at saving $400 billion over 10 years from Medicare and other benefit programs.

Administration officials said the offer constituted much of what Obama has suggested in budget proposals.

One new feature in the Geithner plan is a call for increasing the nation's debt limit without the need for congressional approval. Under last year's debt ceiling deal, Obama simply had to notify Congress that he was raising the debt ceiling, a move that could be blocked only if both houses of Congress approved resolutions of disapproval that Obama could veto. The administration is seeking a similar arrangement going forward.

Following a closed-door meeting with Geithner, House Speaker John Boehner, R-Ohio, declared "no substantive progress has been made between the White House and the House" in the two weeks since congressional leaders met with Obama at the White House.

"Unfortunately, many Democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit," Boehner said.

At the White House, presidential press secretary Jay Carney took on a confrontational tone, saying: "There can be no deal without rates on top earners going up."

"This should not be news to anyone on Capitol Hill. It is certainly not news to anyone in America who was not in a coma during the campaign season," he said.

The tenor of the public remarks, however, suggested the hard bargaining was about to begin. Four weeks remain before the year-end deadline and negotiations such as these often don't gel until time is running out.

For Obama, the trip to Pennsylvania is part of a strategy to press his case publicly even while negotiating privately. He has already met with small business owners and with middle-class families in separate White House events. He has also invited business and labor leaders to the White House as well as Democratic operatives who can echo his plans on the airwaves.

China state media accuses Cisco of helping US spies, says turnabout is fair play

We get the impression China isn't very happy that the names of Huawei and ZTE are being dragged through the mud in the US. Almost directly mirroring some American stances, state-backed Chinese media outlets such as China Economy & Informatization and People's Daily are raising alarm bells over Cisco's presence in a large amount of local network infrastructure, alleging that it's a potential backdoor for espionage; CE&I goes so far as to cite purported experts insisting that the US government could take over Chinese communications in a crisis. China Unicom is acting on the threat by phasing out Cisco gear, the magazine says. Other allegations point to 72 members of Congress possibly being influenced by their Cisco shares and the ever-controversial Patriot Act aiding any nefarious plans. Given the publications' ultimate benefactors, the chances of politics skewing the agenda are high -- although the collective stance underscores just how much tension has surfaced ever since Chinese tech giants got the evil eye.
